Thousand Oaks was laid out by the Janss family as a planned community and incorporated in 1964, and it is still a city of owner-occupied houses: the 2024 census estimate puts the median owner-occupied home above one million dollars, and most of the housing is one- and two-story tract homes on wide lots with tile roofs, stucco walls and mature oaks. The build era tells us how the cable will run. The Janss-era tracts of central Thousand Oaks, Conejo Oaks, Wildwood and the Westlake side of the city are 1960s to 1980s houses with attics, so Cat6 goes from the eaves to a recorder in a closet and every camera is powered over that cable (PoE). Lang Ranch runs from 1970s townhomes to gated enclaves such as Verdigris, Eagle Ridge and Cobblestone built in the late 1990s and 2000s; Dos Vientos in Newbury Park is roughly 2,300 homes from the same years; North Ranch is custom homes and the guard-gated Country Club Estates. There the norm is two-story eaves, longer runs and an HOA that wants a drawing first.
The city's other defining feature is open space. The Conejo Open Space Conservation Agency protects more than 15,000 acres inside the city and its planning area, with over 150 miles of trails, and thousands of lots back directly onto it or onto a golf course. After the May 2026 burglaries the Ventura County Sheriff's Office said plainly that residential burglars target unoccupied houses that back up to open space such as hiking trails and golf courses, and that they go for safes. In Thousand Oaks the rear of the property is the front line, and the rear cameras need analytics that ignore the coyotes, deer and bobcats that trip ordinary motion detection every night.
Commercially, Thousand Oaks Boulevard is the spine: the dealers around Auto Mall Drive, the shops and restaurants along the boulevard, and the Civic Arts Plaza blocks, where the City is planning a downtown project of 240 homes, a 142-room hotel and new commercial space around City Hall. Hillcrest Drive has The Oaks, opened in 1978 and sold in 2024 to Stockdale Capital Partners, with Janss Marketplace across the way. Amgen's global headquarters at One Amgen Center Drive announced a science and innovation center of more than $600 million in 2025, and the Rancho Conejo parks of Newbury Park, the medical buildings around Los Robles Regional Medical Center and the offices along Westlake Boulevard and Townsgate Road round out the commercial work: plate capture at gates and lots, dock doors, lobbies and server rooms.
Police jurisdiction. Thousand Oaks has contracted with the Ventura County Sheriff's Office for police services since 1964: the Thousand Oaks Police Department is the Sheriff's East County station at 2101 East Olsen Road (main line (805) 494-8200; non-emergency dispatch (805) 654-9511), which also patrols the unincorporated pockets of Lynn Ranch, Casa Conejo, Hidden Valley, Oak Park and Bell Canyon. The Los Angeles County side of Westlake Village is served by the LA County Sheriff's Malibu/Lost Hills station, and Simi Valley has its own police department. Cameras alone need no police permit.
Alarm ordinance. Thousand Oaks rewrote its alarm chapter in 2025 (Municipal Code Title 5, Chapter 13; Ordinance 1736-NS, effective June 13, 2025). There is no mandatory alarm permit; the City may set up an optional registration program with reduced fines for those who register. What it does require: audible alarms that stop within 15 minutes and reset within 30, no direct dialing of the police or the City (every automatic alarm goes through a monitoring company), and current emergency contacts on file with that company. False-alarm fines run per calendar year: for a home the first is free, then $50, $100, $200 and $500; for a business the first is free, then $100, $200, $500, $750 and $1,000, with a 10 percent penalty after 30 days. More than five in a year is a public nuisance and the Chief of Police can order the system disconnected. The City says its police answer about 2,900 alarm calls a year and 99.6 percent are false. Anyone installing or servicing alarms in the city must carry a State alarm agent registration; Innov8av holds BSIS Alarm Company Operator licence ACO 7755.
Camera registration. The Ventura County Sheriff's Office runs a voluntary video surveillance camera registration program for Thousand Oaks and its other contract cities: you register that cameras exist at your address so detectives know where footage may be after a nearby crime; deputies get no live access. We show you how to register on installation day.
Oak trees. Every oak over two inches in diameter is protected under Article 42 of the Municipal Code, and the protected zone reaches five feet beyond the canopy or fifteen feet from the trunk, whichever is greater; any work that affects the tree or the soil inside that zone needs a permit. So no camera poles, trenches or brackets in that zone: the camera goes on the house, on a fence post outside the zone, or on a wireless link to an outbuilding.
HOAs and gated communities. North Ranch, Lang Ranch, Dos Vientos, Westlake and dozens of smaller gated tracts have architectural committees. A camera on an existing house is usually a minor item, but most want to see it, so we supply a one-page placement drawing with housing colors and conduit routing; on hillside and ridgeline lots we shield any floodlight camera so it does not throw light downslope.
Electrical permits and fire zones. A new 120-volt circuit for the recorder or PoE switch is electrical work permitted through the City's Building Division (2100 Thousand Oaks Boulevard, (805) 449-2320, TO/24 online portal); our C-10 licence covers it. Much of the city sits in very high fire hazard severity zones and the 2018 Woolsey Fire reached parts of Thousand Oaks, Westlake Village and Oak Park, so cameras and cabling at the eaves get metal housings and sealed penetrations rather than plastic run through the soffit vents.
Privacy. California's two-party consent rule (Penal Code 632) keeps exterior audio off unless there is a specific reason and signage; cameras never look into neighboring windows or anywhere people reasonably expect privacy, and businesses post "video surveillance in use" signage.
Tract home with a yard that backs onto open space or a golf course. The rear first: a camera on each back corner covering the fence line and the slope, with analytics set to alert on people and vehicles and ignore animals; then the driveway and curb, the entry, the side gates and the garage. The Sheriff's Office also recommends door and window contacts and glass-break sensors on both floors, because the crews go through second-floor windows and patio sliders. In November 2022 a Thousand Oaks homeowner watching his Ring camera from work saw three masked men on his property in the 4000 block of Calle Del Sol and called it in; deputies caught all three on the property, and investigators said the crew had climbed roughly 400 feet up from Sunset Hills Golf Course, boosted one member through a second-floor window and kicked out a patio slider.
Gated or HOA home in North Ranch, Lang Ranch, Dos Vientos or Westlake. The gate and motor court with plate capture, the entry, the pool and rear terrace, the side yards and the guest house, on a drawing the committee can approve. The organized crews work these streets: a Dos Vientos home was burglarized in February 2026 and a second in April, and the vehicles from that case turned up at a Santa Clarita burglary on May 1, where Sheriff's detectives from both counties arrested the crew. On May 5, 2026 another Thousand Oaks house was ransacked while the family was out and more than $100,000 in valuables taken; the CHP spotted one of the two cars in Calabasas, three suspects ran and were caught, and the fourth was arrested in Los Angeles. In October 2024 a burglary in progress on Bellina Court at 3:09 in the afternoon ended with three arrests inside a perimeter. Afternoon and early evening, unoccupied house, rear approach: that is the pattern the cameras are placed for.
Estate on a large lot in Lynn Ranch, Hidden Valley or the Westlake hills. A long driveway gets a plate camera at the street and a second at the house; outbuildings, barns and pool houses get their own cameras on a wireless link where trenching would cut through oak roots; and the perimeter is covered from the corners of the house rather than from poles.
Office, clinic, dealership, shop or restaurant. The lot with plate capture at every apron, the key box and service drive at a dealership, lobbies and elevator landings at an office on Westlake Boulevard or Townsgate Road, waiting rooms and staff lots at a clinic near Los Robles; at a shop or restaurant on Thousand Oaks Boulevard, at The Oaks or at Janss Marketplace, a face-height camera at every public entrance, the register, the back door and the lot, plus a monitored alarm with glass-break detection so a forced door at 2 a.m. gets a response rather than a recording.

What moves the number: camera count, resolution (4 MP versus 4K), license-plate lenses, analytics for open-space lots, cabling difficulty (a two-story with no attic access costs more than a one-story ranch; oak protected zones can rule out trenching), recorder storage for the retention you want, and a UPS if you add one.
