A young city of 1970s and 1980s homes. Agoura Hills incorporated on December 8, 1982, and covers about 7.8 square miles split north and south by the 101. The American Community Survey (2020–2024) counts 7,566 housing units with a median year built of 1979, and about 73 percent were built between 1970 and 1989. About 71 percent are detached houses, about 16 percent attached townhomes, and about 82 percent of households own their home. What that means on the ladder:
- 1970s and 1980s two-storey tract houses, where the attic usually reaches the eaves over the garage and front rooms, so cable runs hidden. Second-floor eaves on the rear elevation need a taller ladder and careful routing, and we plan them before the day.

Permits and rules that apply in Agoura Hills
Policing is by contract with the Los Angeles County Sheriff. Agoura Hills is served by the Malibu/Lost Hills Station at 27050 Agoura Road, (818) 878-1808, which also covers Calabasas, Hidden Hills, Malibu and Westlake Village. Fire protection comes from Los Angeles County Fire, with Station 65 on Cornell Road and Station 89 on Canwood Street. Next door, unincorporated Oak Park is in Ventura County and is patrolled by the Ventura County Sheriff’s Office instead.
The alarm rules are the City’s own: Municipal Code Article IV, Chapter 2, “Alarm Systems” (Sections 4200–4208).
1. No alarm permit and no fee. We read the chapter and it has no permit or registration requirement for a home or business alarm. If that changes, we will tell you before the install.
2. Fifteen minutes of siren, then stop or reset. Section 4202 says an audible alarm must “automatically terminate or shall automatically reset within fifteen (15) minutes.” The same section asks you to post the names and phone numbers of people who can respond where they are visible from outside the front of the premises, or to file them with the Sheriff. Section 4203 bans siren-like sounds.
3. No automatic dialling to the Sheriff or Fire. Section 4201 bans any alarm “equipped with a direct dial device which automatically dials any telephone number in any office of the sheriff or fire department.” Signals go to you or a monitoring centre, which verifies before calling.
4. More than three false alarms in a year is a public nuisance. Section 4205 treats an alarm that generates “more than three (3) false alarms in any twelve-month period” as a nuisance. The Sheriff can ask for a written report on the cause within ten days, and violations are infractions. A camera on the zone that tripped is how you, or a monitoring centre, check before a deputy is sent.
5. Do cameras fall under the chapter? It never mentions video, and its definition leaves out systems that are not audible, visible or perceptible outside the building. Our reading, not a City ruling: cameras that only record and notify you are not an alarm system under the chapter; cameras tied into a monitored intrusion alarm are part of one.
6. Protected trees. Agoura Hills protects every scrub oak regardless of size and any oak, California sycamore or Southern California black walnut measuring six inches or more, and its code counts “trenching” inside a tree’s protection zone as encroachment that can need a tree permit (Section 9657 and following). So on a lot with oaks we run cable through the house, along hardscape or overhead, never trench under a canopy, and we do not mount cameras on protected trees.
7. Fire zone and lighting. The City’s 2016 fire-code ordinance designated “the entire City of Agoura Hills” a Very High Fire Hazard Severity Zone. In the Old Agoura design overlay, lighting is to be “deflected away from adjacent properties.” Both point the same way: infrared and low-light cameras instead of new floodlights, and a battery backup on the recorder, PoE switch and router.
Where cameras go on an Agoura Hills property
What the numbers say. The California Department of Justice reports Agoura Hills separately. For 2025 it shows 18 residential burglaries (29 in 2024), 16 non-residential burglaries, 39 thefts “from motor vehicles” (65 in 2023), 8 motor vehicle thefts and 7 thefts of vehicle parts (48 in 2023), for 163 property crimes in all, down from 260 in 2023. The numbers are small. The case for cameras here is less about volume and more about how burglaries happen.
What local reporting describes. In 2024, CBS Los Angeles reported that a hidden camera and power pack were found in a flower bed outside an Agoura Hills home, and that deputies advised motion-activated lights and surveillance systems. The same spring, FOX 11 reported a home burglary in the city in which the suspects were caught on surveillance video. And at a 2022 community meeting covered by The Acorn, a Lost Hills deputy said burglars were going in through second-floor windows because residents alarm only the ground floor, and urged people to install cameras. For an Agoura Hills home that points to:
- Wired cameras on Power-over-Ethernet rather than battery Wi-Fi cameras, with the recorder hidden and locked.
- Coverage of the rear and side elevations up to the second floor, including the back-yard slope or fence line where someone would approach unseen.
- Side yards and planters in view, so a planted camera or a person lingering there gets recorded.
On a house: driveway overview plus a plate camera, the front door at eight to nine feet angled for faces, a video doorbell for packages, side gates on infrared, and the rear elevation covered under the eaves.
On a townhome association: garage entries, guest parking, pedestrian gates, the pool and mailboxes. Common areas only, never into a unit or a private patio.
On a shop or office: entrances, register, rear doors and loading, and parking.

Do I need an alarm permit in Agoura Hills?
We found no permit or fee in the City’s alarm chapter (Municipal Code Article IV, Chapter 2). Should I put cameras on the second floor?
Usually, at the back. A Lost Hills deputy told a 2022 community meeting that burglars were entering through second-floor windows because residents alarm only the ground floor. We cover the rear and side elevations up to the upper windows from under the eaves, so a ladder or a climb is on video.
