What camera work in Whittier actually involves

The short answer for Whittier: mostly 1950s houses, and a city that counts video in its alarm code. The American Community Survey (2020–2024) counts 29,734 housing units in the city with a median year built of 1956. The 1950s alone account for about 37 percent of homes, and about two-thirds were built before 1960. That fits the City's own history: Whittier was founded by a group of Quakers in 1887, incorporated in 1898 with 585 residents, and its population “more than doubled from 16,115 to 33,663” between 1940 and 1960.

What the housing means for the install. About 64 percent of homes are detached houses and about 58 percent are owner-occupied; another 29 percent are in buildings of two or more units.

  • 1950s ranch houses usually give us attic access to the eaves, so cable runs hidden and cameras sit under the soffit. Original wiring of that age is not something we tap for power; a recorder or PoE switch goes on a proper outlet or a new circuit.
  • Pre-war houses (about 30 percent were built before 1950) often have plaster walls and tight attics. We plan the route before we drill, and use colour-matched raceway where a hidden run is not possible.
  • Apartment buildings are about carports, entry gates, mail areas and trash enclosures, wired back to a locked recorder the owner controls.

The business side. The City says its businesses are “predominantly located in Uptown Whittier, the Quad shopping mall, as well as the Whittwood Town Center,” with Whittier Boulevard, the old El Camino Real, running through. For a shop or office the work is the door, the register, the back entrance and the parking lot, with footage you can hand to an officer.

Permits and rules that apply in Whittier

Whittier has its own police department. The Whittier Police Department is at 13200 Penn Street, and its non-emergency line is (562) 567-9200. Fire and paramedic service is the Los Angeles County Fire Department.

The alarm rules are in Municipal Code Chapter 5.20, “False Alarms.” They are stricter than many neighbouring cities, and they mention video by name.

1. Every alarm needs a City permit, homes included. Section 5.20.030 says no person shall “install, maintain, operate, or use an alarm system without first applying and receiving an alarm permit,” and the only exemptions are government property and vehicle alarms. You have 30 days after installation. The City's alarm-permit page lists the fee as $24, one time, for residential and commercial, with a $57 late fee if the permit is not obtained within 60 days.

2. Video is in the definition. Whittier defines an alarm system to include one that sends a “telephonic, wireless, electronic, video, cell, internet, radio” message. Our reading, not a City ruling: cameras that only record and send alerts to your phone never ask for a police response, so they are not the alarm the chapter regulates. Cameras that feed a monitored system which can dispatch police are part of an alarm system, and that system needs the permit. We tell you which side your design falls on before we install.

3. The code wants alarms verified, and cameras are how you do it. The chapter's definition of “verify” includes “Video Verification,” and Section 5.20.100 says the alarm company “shall attempt to verify” before asking for police. A monitoring centre that can see the zone that tripped is the practical protection against false alarms, which matter here: a fine applies to each false alarm beyond one in any 12 months (the amount is set by City Council resolution), and seven or more in 365 days can revoke the permit and end police response (Section 5.20.070).

4. Sirens and auto-dialers. An outdoor siren or strobe must “automatically cease within ten minutes” (Section 5.20.110), must not sound like an emergency vehicle, and no system may automatically dial the police department. New control panels must meet the SIA CP-01 false-alarm standard.

5. Historic districts. Whittier has four: Earlham, Hadley-Greenleaf, Central Park and College Hills. A Certificate of Appropriateness is required for properties in a district, landmarks and “vintage” properties built before 1941, and the City lists “Alterations to a street-facing building facade” among the triggers. On these houses we keep cameras small, under the eaves and off the street face where we can, and check with Planning before anything visible goes up.

6. Lighting. On apartment buildings, the City's design rules say “wallpack” high-intensity security lights produce glare and are not permitted, and exterior fixtures must be shielded to avoid glare onto neighbours. We design for infrared and low-light cameras instead of new floodlights.

7. Unincorporated Whittier is different. Many “Whittier” addresses are outside the city. The Sheriff's Norwalk Station serves South and East unincorporated Whittier, the Pico Rivera Station serves West Whittier and Los Nietos, and the Industry Station serves North Whittier and Hacienda Heights. There, Los Angeles County Code Chapter 13.05 applies: no county permit, a 30-minute audible limit, no direct dialing of a Sheriff's station, and more than three false alarms in 12 months is a public nuisance. Where cameras go on a Whittier property

What the numbers say. The California Department of Justice reports the Whittier Police Department as its own jurisdiction. For 2025 it shows 79 residential burglaries (down from 125 in 2023), 147 non-residential burglaries, 291 motor vehicle thefts (483 in 2023) and 296 thefts “from motor vehicles” (468 in 2024). The line going the other way is motor vehicle parts and accessories: 275 in 2025, up from 215 in 2024, which is the driveway problem cameras handle well. Shoplifting was 277.
